Problem:
This issue was reported to Lotus Software Quality Engineering and has been
addressed in Notes 5.0.10 and Notes 6.0 for the specific case in which
@SetTargetFrame is followed by @Command([OpenFrameset]).

Client UI - Frames
SPR# GFLY4V3L4Y - Fix a crash which occurred when opening a resource into a
closed frame and then opening the frame.
The issue continues to exist for cases in which the @SetTargetFrame is followed
by the other noted @Commands: OpenPage, OpenView, Compose, or EditDocument.
The issue involving these @Command has been reported to Lotus Software Quality
Engineering via SPR #LMMS4XQRU3.
Workaround:
Design the frameset to not allow the resizing of frames by the user:
Open the Frameset in the Notes Designer Client.
Right-click the desired Frame to open the Frame Properties.
Select the Size (second) tab.
Select the "Allow Resizing" option "No".
Save the Frameset.
